Congregational Officers - 2008

Chairman of the Congregation

Constitutional Description:

2.1           The Chairman shall:

  2.1.1        Preside over all meetings of the Church Council and Voters’ Assembly

  2.1.2        Appoint voting members to fill vacant elected or appointed offices in the congregation. 

  2.1.3        Appoint members to serve on various standing and ad hoc committees, as necessary.

  2.1.4        Supervise the establishment of new committees and the appointment of their members.

  2.1.5         Be an ex-officio member of all boards and committees of the congregation, unless and official role is specified in these
         Bylaws.

  2.1.6         Serve as chairman of the Nominations Committee each year.

  2.1.7         Carefully uphold the proper functioning of the congregation according to its Constitution and Bylaws.

  
Additional Information:

Probable Time Commitment: 3-6 hours per week.

Informal Commitments: Be an example of Christian living and piety: regularly attend church functions as a congregational leader; be supportive of congregational growth and goals; be regular in Worship and Bible Study; model good stewardship of time, talent and treasure.

Qualifications: A male (1 Timothy 2:12), voting member of the congregation, with excellent communication and leadership abilities, known to have a good reputation in the community and an understanding of Biblical Lutheran doctrine. The chairman needs to have good people skills, an understanding of financial statements and a willingness to work with the Pastors and other officers to prepare the congregation to meet the opportunities and challenges at Trinity.

 

 

Vice Chairman of the Congregation

Constitutional Description:

2.2        The Vice-Chairman shall:


2.2.1          Preside over all meetings of the Council and Voters Assembly when the chairman is absent.

2.2.2
          Serve as parliamentarian for the Council and Voters Assembly, except when presiding over a meeting in the absence of the
                 Chairman. The Vice-Chairman shall appoint a parliamentarian on such occasions.

2.2.3
          Be the representative of the Chairman at meetings and events and provide leadership for ad hoc committees and projects as
                 directed by the Chairman.

2.2.4
          Serve as chairman of the Personnel Committee and the Planning Committee.

2.2.5
          Succeed the Chairman if he is no longer able to serve.

Probable Time Commitment: 2-3 Meetings per Month, more if willing.

Secretary of the Congregation

  Constitutional Description:

  2.3        The Secretary shall:

  2.3.1     Carefully record and preserve printed minutes of all Council and Voters Assembly meetings.

  2.3.2     Conduct correspondence on behalf of the Council and Voters Assembly.

  2.3.3     Keep an accurate list of the Voting Members of the congregation.

  2.3.4     Assist the Council and the Congregation Historian in the preservation of all important documents of the congregation.

  2.3.5     Keep an official up-to-date edition of the Constitution and Bylaws which shall be present at every meeting of the Voters
     Assembly along with copies for members desiring one.

  2.3.6     Keep an updated record of financial account signature cards and assist in making necessary changes during the changing of
     officers.

Additional Information:

Probable Time Commitment: 1-2 Meetings/Month plus 1-2 hours/month with record keeping.

Informal Commitments: Be an example of Christian living and piety: regularly attend church functions as a congregational leader; be supportive of congregational growth and goals; be regular in Worship and Bible Study; model good stewardship of time, talent and treasure.

Qualifications: A voting member of the congregation, known to have a good reputation in the community and an understanding of Biblical Lutheran doctrine. Someone whose wise counsel will be an asset to the church council and officers.



Treasurer of the Congregation

  Constitutional Description:

  2.4        The Treasurer shall:

  2.4.1     Make disbursements of congregational funds that have been properly authorized.  Oversee the operation of the payroll
     system.

  2.4.2     File any tax returns required by governmental agencies.

  2.4.3     Monitor the operational cash flow and make prudent recommendations.

  2.4.4     Accurately account for the financial transactions of the congregation, working with the Board of Finance as necessary.
     Maintain appropriate journals and ledgers.  Maintain records for designated funds.  Oversee the bookkeeping operations in
     the church office.

  2.4.5     Prepare monthly printed Treasurer’s Reports, for presentation at Council and Voters Assembly meetings.

  2.4.6     Preserve the congregation’s financial records and submit them for review as requested.

  2.4.7     Serve as convener of the annual Budget Committee.

  2.4.8     Secure assistance for the performance of his or her responsibilities through the appointment of Assistant Treasurers as
     needed.

  2.5        These Congregation Officers shall represent the congregation in all legal matters and sign official documents as directed
     by the Voters Assembly.

  2.6        Restrictions for holding these offices are specified in Section 9.0 of the Constitution. For the sake of clarity in these
     Bylaws, the designation “Officer” will only be used for these four corporate officers. Other elected or appointed offices
     or positions of the congregation will be referred to by the designation “Board Member” or a specific title for the position
     (e.g., Elder, LWR Coordinator, Trustee, etc.). If reference is made to an individual in any elected or appointed office,
     the designation “Office Holder” will be used.

Probable Time Commitment: 1-2 Meetings/Month, plus 2-5 hours/week working with staff.

Informal Commitments: Be an example of Christian living and piety: regularly attend church functions as a congregational leader; be supportive of congregational growth and goals; be regular in Worship and Bible Study; model good stewardship of time, talent and treasure. Able to faithfully advise the Pastors and officers on the financial welfare of the congregation.

Qualifications: A voting member of the congregation, known to have a good reputation in the community and an understanding of Biblical Lutheran doctrine. An excellent understanding of financial statements and reporting, willing to learn or understand the intricacies of church accounting, reporting and tax law. Someone whose wise counsel will be an asset to the church council and officers.
